Finally, on the 7th of May, 1919 the treaty was completed and laid before a delegation of plenipotentiaries from Germany.  The meeting took place at Trianon Palace Hotel, a short distance from Versailles.As the chair of the conference, M. Clemenceau spoke on behalf of the Allies:

“Gentlemen, Plenipotentiaries of the German Empire. It is neither the time nor the place for superfluous words. You have before you the accredited plenipotentiaries of all the Small and Great Powers united to fight together in the war that has been so cruelly imposed upon them. The time has come when we must settle our accounts. You have asked for peace. We are ready to give you peace.” [Link to full speech.]
